Question about 1999 Ford Explorer

what you have described is what happens when the wheel Bearing/Hub Assembly goes bad and needs to be replaced about a $80 part

Sounds like the roof/floor actuator internal gear is stripped. The only way to fix it is to replace it. Remove the cup holder in the right rear trim panel. remove the 8mm bolts holding actuator and replace.

Hesitation,jerking,acts as if it's not getting fuel? Have the egr/coil checked! I had same problem,thought it might be injectors,after delving deeper into it,I found the coil was defective

The actuator is in the transfer case rather than in the front differential. I would say that the truck is not coming out of 4wd. This actuator is more than likely your problem. Here is a picture of the actuator.
