My 2005 Kia Spectra L4-2.0L instrument cluster lights were flickering for a while and now most of the time they don't work. Unfortunately I have 95k and the warranty ran out at 60k (5yr 60k warranty on that item). KIA charged me $50 to tell me that the cluster has an internal short and needs to be replaced for about $500+. I called KIA corporate and said sorry your out of luck, ie no recalls or warranty left.

This Seems Indicative Of a Poor Connection AT The CLUSTER Or A Junction Connecter Close to the Cluster. This is Assuming you Have Ruled OUT ALL ABS COMPONENTS, LOOK at These VERY CLOSLY Because of the Small Volts These Wires Carry , the SMALLEST DEFECT WILL Cause this Type of Symptom that you have given. Please try all of the Above, I feel Confedint that athis is where your Problem Is.

There's 9 screws in the plastic piece that surrounds the instrument cluster and the lower knee guard, remove those screws and pull the plastic trim away from the dash, disconnect the switches on the left side as you pull outward. Then there's 4 screws that hold the actual instrument cluster in place, remove those and pull the cluster out, unplug the grey plug in the back of the instrument cluster and your done. You may need to set your parking brake and put your transmission in 1st gear of you have a column shifter model.
