Question about 1999 Dodge Caravan
What is my problem here?
There could possible be a short somewhere to the fuel pump. i would first start with the fuses and make sure they are all good and not blown if blown obviously replace and that should take care of your problem.

Take large screwdriver at least one half across and tap off like jar lid counterclock wise with hammer have some one hold gas tank still tap different tabs on rim holding or use a plummers rubber belt wrench about 20 dollars at hardware store large one ~

Check the fuel pump relay, you can swap the fuel pump relay with a similar one under the hood, swap it and check power again.

Check if there is voltage and ground at the fuel pump. I will take a guess that the ground will not be there, the fuel pump system is operated by the ECM (the engine computer) by grounding the fuel pump. Because when you use your obd2 reader it shorts the ECM to ground, maybe the ground to the ECM is bad. It is hard to say for sure but if does work get back with me and we can try other things
