I have a 1999 Jeep Grand Cherokee LTD V8 4-wheel and there is a "rattling" sound coming from area of the left front tire.

Is this the same problem you were having a year ago, or was that a bad tire ?
Usually a rattle is caused by something loose, such as a strut mount or a ball joint.

I need to replace the clock spring, how do i do this? 1999 grand cherokee laredo

The steering wheel has to be removed to do that. Removing the steering wheel requires removing the airbag, which leads to a whole other can of worms. If you've never worked on the airbag system or don't know how to, best to leave it to someone who does or you may end up with a huge repair bill, if you accidentally deploy the airbags.

My manual 5 speeds only makes bearing noise when at highway speeds . repairman says it is a bearing but i thought a throw out bearing only makes noise when pushed in ,

Are you sure hes not talking about a wheel bearing for your front wheels. A throwout bearing will sometimes make nosie like a rattleing if it is not engaged. When engaged it will sound like a roaring nosie. I would check in to were this nosie is coming from first.

look to see if you have a steering shock if you do and it goes out this can accure. it will be connected to your tie rod links. if your not sure if its bad take it off and try to depress it if it goes in and does not come back out when you take pressure off of it replace shock. hope this helps.

1995 jeep grand cherokee laredo. Gets the death wobbles when going 50 or faster and hit a bump. Have to hit the brakes to make it stop.

Front shocks/struts may be shot...not dampening the blows from the street.
Also...very important... wheel balancing. Wheels that are out of balance will start bouncing like this too.
Also check alignment if it's only when you hit a chuck hole.

The clockspring behind the steering wheel is possibly defective or unplugged. It is the one and only component that all of your symptoms have in common.

You might take a close look at the ball joints on the front suspension/steering arms. I've had the same problem on another vehicle. Also you should check the front wheel bearings for loose play.

Knocking noise

Check your tie rods and the drag link bar which controls the steering. Have someone turn the steering wheel back and forth while you are underneath and you should be able to pinpoint the noise location.   I had the same problem on my 2001.  Replaced the lower tie-rod ends and also the ones on both sides of the drag link. This solved the problem.  Whether you do this job yourself or not, you will definately also need an alignment upon completion.
