Whistling sound can't keep car from running hot

It could be your power stearing pump. But it sounds more like a vacuum leak to me. Does it go away when you speed up your motor or get louder? It also could be just a belt. Or a tension pully.

Power stearing pully came loose

most manual power steering pumps have a coned shaft with a keyway so it should be possible to just refit it unless the nut thread is damaged where it has run with it being loose .

The serpentine belt seems missaligned as it goes from the crank pully over the tentioner and down to the power stearing pully. the belt ride the tentioner towards the outside.

The tensioners have always been a problem on the mini vans,if everything else that the belt rides on looks good then its probably the tensioner

I had the same problem with my 98 Cadillac Deville. I changed the power steering pump and the hose that runs to the rack. The problem was solved, loud noises and whining stopped.

Honda civic whines when taking off

The whining is do to either too losse of a drive belt or power stearing pump going bad you need to have both checked or it also could by a pully bearing that is bad have your pullies checked aswell.

Power stearing pump pully alighnment

Assuming that everything else is OK, first, sight down the belt/pulley arrangement and make sure that everything is aligned correctly. If the pump pulley is not lined up and the pump is a remanufactured unit, it is possible that they pressed the pulley either too far, or not far enough onto the pump shaft. (any machine shop can correct this). If any other pulley is in or out too far, either the component is incorrect or shims are needed to get proper alignment.
