Where can i find the fuse for the obd in a jeep grand cheokee limited 1997
It will be either the cigar lighter fuse or the interior lights fuse. You should have power at all times to terminal 16 of the connector. See diagram.

P0700 means there is a transmission fault code in the transmission controller. Since the transmission controller doesn't have a light attached, it tells the engine controller to turn the light on using this code. You'll have to access the transmission controller to further diagnose the problem.

THE THINGS YOU MENTIONED WON'T AFFECT CRANK SPEED. YOU'RE BATTERY IS PROBABLY ON THE WAY OUT THE DOOR. LOOK FOR CORROSION AND LEAKING BATTERYLIKE AROUND TERMINALS AND POSTS. BATTERY IS PROBABLY LOW ON CCA'S. NOW IF TALKING ABOUT WON'T START AND TAKES LONG CRANK TIMES IT CAN BE FUEL PUMP LOSING PRESSURE IN FUEL RAIL OR LACK OF FUEL PRESSURE CONSIDERING WHAT YOU MENTIONED. EVAP SOLENOID WILL USUALY SET A CHECK ENGINE LIGHT AND WONT AFFECT STARTING USUALLY UNLESS YOU HAVE A HUGE VACUUM LEAK
