it is a 2004 crown vic police interceptor version (P71)

  • Tony Weidman Feb 23, 2012

after two days, checking all fuses and relays, replacing bulbs and connectors and internet research I figured out the problem - they were disconnected! I have police led arrays beside the license plate and whoever put them on did not connect the taillights back, the connector was inside the trunk lid - everything now works, thanks for the help and suggestions!

OK; the brake light fuse is the F2-19 Fuse but if your 3rd brake light is working its not going to be blown. The usual suspect for the problem you are having is usually a bad multi-function switch. The brake light signel splits off and one side goes to the Multi-function switch and the other to the 3rd brake light. Take a 12 volt test light and see if you have the brake light signal at the multi-function switch connector on the Dark/green wire while pushing the brakes, if so, replace the switch. Adicionally, keep in mind that, under the hood in the PDC (Power Distribution Center) box in position #208 is the stop lamp relay for police vehicles only, the book says that the stop lamp relay is there in police vehicles.

Just replace Police stop lamp relay, this is the most common problem.

Replace 2004 Crown Victoria headlight

From the engine compartment, unlock the 3 tabs that are over the headlight housing area. Remove the cover and unscrew the plastic ring that has the wires protruding from it. Carefully pulls the light fixture out of the housing. Pull the 2 L-shaped tabs up and remove the lens section. Reverse the steps to re-install the headlight. If replacing the full turn signal housing, unscrew 2 screws from each light , disconnect bulb wiring and remove. Replace accordingly.

No high beam headlights 1996 crown victoria

does the flash to pass function work? That uses high beam bulbs.

If yes, I would bet $100 it's the lighting control module. Very expensive. @ $500. Can buy for $250 @ tascafordparts.com.

Sometimes on Ebay for cheap price.

--------------------------------
Lighting Control Module Principles of Operation
NOTE: Due to varying wattage ratings and resulting current draw, certain aftermarket headlamp bulbs may cause the lighting control module (LCM) to shut down the short circuit protection, resulting in the low beams becoming inoperative. Verify that the headlamp bulbs meet Ford specifications.
The lighting control module (LCM) receives inputs from the following:
  • headlamp switch
  • multifunction switch
  • photocell and amplifier
Depending on the inputs received, the LCM will command the headlamps on or off.

Power is supplied to the headlamps through lighting control module Circuit 502 (GY) and circuit protection C in the fuse junction panel. Ground is provided to the headlamp bulb and retainer (13N021) through Circuit 57 (BK).

The lighting control module is located under the instrument panel, to the right of the steering column, under the lower steering column cover.

Removal and Installation
  1. Open hood. Disconnect battery ground cable (14301).
  1. Disengage three pushpins and remove lower driver side intrument panel (04320) finish panel.
  1. Locate lighting control module above accelerator pedal.
  1. Disconnect bottom two eletrical connectors from lighting control module.
  1. Remove two screws retaining LCM to bracket and unclip from bracket.
  1. Remove lighting control module from bracket and disconnect two remaining electrical connectors.
  1. To install, reverse Removal procedure. Check lighting control module for proper operation.
---------------------------------

the module is about 6 inches lng and 4 inches wide and has 3 wire connectors.
