Question about 1989 Chevrolet Caprice
If you try and fill it up more than just before the first click (at most stations), the gas station pump's nozzle clicks off like the tank is full, and gas spills out around the nozzle. This is a brand new gas tank and filler nozzle. Is there a vent tube not properly connected, or something else such as the filler not properly "bent" into a certain angle?

There should be an air vent coming from the top of the gas tank back to the top of the fuel tank. Possibly kinked or pinched, try pulling the fuel nozzle about half way out and filling the tank on the lowest setting the fuel pump will let you.

Hi, sounds like your vent valve is stuck closed. It is supposed to default open, but the spring may have failed. I don't know if you can buy the valve separate from the vapor canister assembly, but I would shop around.
