2005 pt cruiser all light work car won't start no click from starter all was good got to store tried to leave no start just like that

Might be the starter went out and needs to be replaced. Make sure the battery is fully charged, then you can use a test light on the small post on the starter solenoid, when someone else turns the key to the crank position, if you get 12v there and the starter does not operate it is a safe bet that the starter is your problem.

Wipers would not work after trying to clear window after ice storm - wonder if there is a fuse or circuit breaker that I have to look at - have no idea where to find them - am not a mechanic

If the wipers were frozen to tne windshield most likey you have a blown fuse..most cars gave two areas..one bring next to your left leg under the dash..plus now there is a power control panel " box " under the hood on the driver side fender well..just follow the power from the inside of the car and battery..the box has fuses and relays they should be clearly marked...good luck..

No power and batt is good

My first guess would be a dead cell inside the battery, or a blown fuseable link between the battery and the fuse box.
Someone would need to check the battery connections and fuse box with a meter.

The lights are powered by the dimmer switch in the headlight switch box. Power goes from there thru a 10amp fuse number 12 marked ILLUM in the interior fuse box.
Then it goes out to the lights.
You would need to know if you have power at that fuse.

The battery light came on and within five minutes of driving, the car locked up, all the instrument cluster lights went out, and the car completely died. it wouldn't even shift into neutral. the...

Your alternator went out and when the battery dropped too low the vehicle died. Without the alternator and no battery you have no power to run the electronics. Have the Alternator tested to find out if it is the alternator or the Voltage regulator and replace the bad one. Then recharge the battery and start the vehicle. It is possible you lost a Main Bus Fuse in the power distribution box or an in-line fuse on the positive wire but based on what you said it is the Alternator.

Buy a 12 volt test light under $20.00. If you already have one its even better. attach the allagator clamp to ground ( metal part of car) close to your interior fuse box. with the key in the on position touch pointed side of light on the small metal area of fuse it should lite the light on both sides of the fuse in fuse box. If you test a fuse and it only has power on one side that fuse is bad and needs to be replaced. make sure you replace it with a fuse of the same value. Since I am not their to check I think the circut breaker you replaced may not be the circut powering the windows

Radio will not come on

Of course the obvious, check that the fuse is good. Once you have determined the fuse is operational, you would need to pull the radio and check at the power connector to see if it has power. Assuming you have power to the unit and it still is not coming on there is a strong possibility something in the radio power supply went out. Unfortunately like an electric light bulb, it rarely burns out while operating. Only when you turn it on does it go out. The process of applying power to any electronic device generates heat, and if it has a weak spot that is when it is most likely to burn out.

Dash lights and taillights out fuses all ok

In battery junction box or the under hood fuse panel check fuse no 11(15amp),it will be at the center of the fuse box where there is 4 fuse slots but looks like only 3 fuses, if this fuse in good then you will see a relay that is shaped kinda like a cross. This is the parklamp relay which also powers the dash lights.
