Question about 1996 Volvo 960
It is not necessary to drop the tank. In the boot, on the left, you can see a cover towards the back seat. The carpet cover need to be removed first. Unscrew the four nuts and you can see the all the hoses connected. You need the special tool to unscrew the black plastic cap. The pump is attached to the floater. Ensure that before fixing to check the plastic head at the vacuum return head is not crack and replacement is needed for new rubber seal on tightening the black plastic cap. After all done, check on possible fumes leakage.
