Question about 1991 Buick Park Avenue
Have had the security fixed. After being told that was the problem but it still only starts when it want to.
Could be neutral safety switch. Try starting in neutral instead of park. When a starter begins to fail, it will get "tight spots" where it gets stuck. How did you fix the security? Skirt off the time people only bypass the ignition and key with a resister, this leaves part of the security system still in the vehicle, causing the same "no start" situation. Here is a link on that.

With your transmission warm and your car running. Check your fluid level. With that amount of Km, it most likely needs serviced and the bands tighten. There are some additives on the market that will give you a little longer life. You may want to try some of them.

Sounds like the tilt screws are loose ,and will cause too much loose movement to linkage to engage ignition switcn.

SOURCE: need a diagram of fuse
GET A GOOD FUSE TESTER TURN ON IGNITION SWITCH. TEST EVERY FUSE. 2 FUSEBOXES ONE UNDER THE HOOD, ONE INSIDE THE CAR. FUSES CAN BE TESTED WHILE IN THE BOX. FUSES HAVE TEST POINTS FACING OUT. POWER ON ONE SIDE, BAD FUSE, POWER ON BOTH SIDES, GOOD FUSE POWER ON NEITHER SIDE, SPARE FUSE.
