Think you have voltage regulation hassles. Assuming your connections are squeaky clean and have very low resistance, your charging voltage should be at least 14 volts. And when you turn on heavy drain accessories the voltage drop should be minimal. 13 volts is much too low.

How can you check relay fuses to know if they are bad

You can hold a fuse up to the light & see thru it

You can check it for continuity with a volt meter
on the buzzer setting

You can use a magifiying glass if you have to

You can use a VOM to voltage drop test it in place
in car

Relays you have to read the diagram on them & apply
12 volts to the correct coil terminals with a meter on continuity
to check the contacts as they open or close

I have had the battery & the alternator "shop-tested" (twice) now & they are both "good". My Jeep will run fine for a few miles/ minutes untill "out of the blue" my voltage gauge drops down to...

Your alternator is regulated by the PCM. It could be the PCM or the ignition switch. Might want to try swapping out the shutdown relay just for grins before getting into the ignition switch. Good luck.
