Question about 1996 Jeep Grand Cherokee
You have an out of alignment belt run across the pulleys of the engine, this causes the belt to make noise as it rubs on the edge. Many times this is causes by the crankshaft vibration damper coming part and the pulley walking outward.

Testimonial: "Thanx for your quick response! This is my very first time trying this site. I'm glad to see all of these people helping each other. And your advice did help me fix my jeep. I ended up finding a hose clamp at the bottom of the radiator that was kinked out towards the belt and rubbing on it. I replaced the clamp and the belt hasn't squealed since!!!! Just wanted to let ya know how I made out! Thanx again for taking the time to help out a stranger!!!"

I might not have enough information but the squeal is most likely a worn bearing. Try to isolate it with a "mechanic's stethescope" to locate the source. A pin point shot of WD-40 at the whining bearing (NO NOT put it on good bearings should TEMPORARILY quiet it IF it is a bearing. DO NOT overspray, just at the center of the pulleys...the lubricant should get pulled into bearing to confirm that the pump (power steering would be my guess) needs replacing.

The tensioner has a preload spring so there is no release to it just a healthy kick back. If no tesion is felt what so ever, replace to tensioner as well
