All lights except the high beam work fine. I found the light relay under the hood. Even though it "clicks" when the low/high switch is activated could it be faulty?

Might not be. high beam is directly connected and controlled by the switch in the steering column. that would be a great place to start trouble shooting. i have found a lot of problems from contacts over heating and melting the plstic holders on those switches.

check for a damaged wire for the low beam. Also wouldn't hurt to check the ground wire as the high beam will try and ground through the low beam but not visa verse
From Info I have looked at I believe under hood micro switch relay 35 is for low beam and 34 is for high beam. It also looks like you have a different fuse for each light. The relay are for both low beam or both high beams. each headlight has its own fuse. I believe #4 fuse under hood is for passenger side low beam. fuses 1-4 under hood are for the four headlights as I understand the info I have seen.
the headlight switch powers the relay that will power the bulbs your problem is either the switch or the relay locate headlight relay in fuse panne under hood use a testlight test if tyou have power at one terminal then turn on switch you should have power at another terminal if you have switch power replace relay if not check wires and connector at switch if ok replace switch

The relay under the hood may have gone out. We had the same problem on our 2007 Buick LaCrosse CX. The bulbs were fine, high beams worked, all turn signals and everything except the low beams turned on. Turns out the relay had gone bad.
First identify if your day running lights (DRL) are working. The DRL
and high beams will work on the same relay. If your DRL are working, but not your high beams, you may need to
replace your high beam relay which is found in the fuse panel under the
hood of the engine at the right back corner; near the firewall, and
passenger tire strut mount. If there is also a problem with your DRL
with the high beams, its likely the DRL relay which can be found tucked
under the dash.
There's usually a cover that says "relays", "fuses", etc. Lift the cover and look underneath, it should label the relays. If not, consult a manual or repair book. Try swapping similar relays from know working accessories if you don't have a new one handy.
Yes there is a relay switch that allows the low to high beam switch to occur. It shoud be mounted under the hood along the firewall. Check your manual too!
