I don't own a volvo so no. Does the cd changer work ?
If not then that fuse needs to be replaced. as your dealer was kind enough to give you a hint (check the fuses on each side of the #30 fuse). and replace if necessary.

Definately sounds like a fuse if 2 locations are not working. Cigarette lighters are 2 wires to hook up so to have a faulty port is highly unlikely. Check your owners manual for the fuse location. It will probably not be under the hood in that fuse box but under the steering wheel up and under the dash. No big deal though.

yes there is and you should see the diagram on the cover of the fuse box cover. The fuse box is behind the ash tray and you need to put the car in gear to open it up, ditto to reinstall. Be patient reinstalling it can be a bit tricky. If the fuse has blown it may be the cigarette lighter needs to be replaced, the receptacle, not the lighter itself.
