How do I set the timing on my 85 regal

You didnt say any thing about exhaust work ? Does it have a factory cat on it? Might possibly be a exhaust restriction. Possible fuel supply and or delivery.

run fault codes to find the faulty sensor that is not allowing the injectors to work. It may be a cam position sensor . Check that the cam shaft is turning ( broken timing belt.)

This is a tough one with out being able to see the wiring. i will enclose a wiring diagram for the complete lighting system.
You will need to locate the correct wirng and make sure its going to the correct light. Most times a bad ground wire will make the light do funny things like your car is doing. With the diagram i enclose locate the ground wire to the rear lights and make sure ground is good, even if you must cut old ground out and run a new ground to a good metal ground.

It depends on what seal/seals or gaskets are being replaced. No one seal or gasket should be much over $50 and a good repair shop should cost anywhere from 55-85 dollars an hour for labor.
