Question about 2005 Hyundai Elantra
When replacing the fuse and placing back in the item that turns the fuses back on, the one fuse sparks and blows out, the car over all runs fine. when turning on the car the guages like the speedometer, RPM gauge, tempature gauge all spke for a second or two then go back to normal and the car drives like normal.

could be afew things. vacuum leak, one dud HT lead, could be the water temperature sensor, O2 sensor, best to get it checked and get it read for fault codes

Then 1, bulbs are burned out
OR 2, the wiring is faulty.

There are several things that can make those two guages not work, including a defective instrument cluster. Electrical diagnosis needs to be performed to locate the cause of the failure.
