I want say NO. If the coil not working engine cant run but if you see one cylinder not working but the and engine raining rough and poor it can be plug cable which from distributor to the spark plug or my be distributor cover. if not all that it can be spark plug if not that it can be cylinder head valves.

if you have 12v and a switching signal but the individual coil wont fire,
verify its the coil by switching it with another cylinder. if the problem follows the coil to the other cylinder you must buy one
you need to check compression on that cylinder if it is ok the coil pack could be bad disconect number 1 wire from the coil pack hold a screwdriver with a plastic handle near the hole where the wire goes in and see if there is spark coming out of the coil pack if there is you just might have a bad wire if there is no spark there change the coil pack
