Suspect I have insufficiant Ground here, tested and confirmed by using a wire from - terminal on the battery direct to the ground terminal on the light bulb, brightened right up. Other than cleaning the connection I'm not sure what to do next.

Traced the Ground wire back to the fuse box and found, oddly enough, a missing fuse for the left Headlamp! No fuse there at all. Took the fuse for the right Headlamp and plugged it in, worked fine! Problem solved. Another hint for this, the high beam indicator on the dash board was not working as well, but with both fuses in place, all is working properly. Hate to admit how long I've been driving with only one fully functioning headlight.

SOURCE: 2008 Ford F-250 Low beams do not work. High beams are fine.

just remove all the connections as it could be malfunction in the switches and the wirings needs to be rechecked to make it proper.other option could be bad dimmer switch. You will need to replace the turn signal/ dimmer switch as an assembly.to replace you will need to disable the air bag, drop the column, pull the wheel

SOURCE: How to replace high/low beam switch on 2004 Ford Focus LX?

Should be fairly easy. Make sure to disconnect the positive battery cable. Remove the cover from around the column behind the steering wheel. Should take a star driver to remove the screws holding the cover together. Once the screws are removed pop the cover apart and you will see the multifunction switch on the column, should have two to three screws holding it to the column remove the screws and it should come out pretty easy replace with new one and put back together.

Headlights wont work on dim, only bright

Check your head light bulbs, your truck has the dual filiment headlight bulbs one per side which does both high beam and low beam, 9007 bulbs.
If the low beam filiments are burned out only the high beam will work.
Also look into finding out if the headlight switch is gone bad.
The headlight module and or drl module maybe defective.

I am sure that a 12 Volt bulb means it needs 12 Volts. Since you changed the bulb to the other side, why not check the voltage in the working side and see what it reads?

Sometimes the turnstalk can interfere with the lighting. Try pushing the Hazard switch several times and see if the headlights straighten out. I read that too much goes through the turnstalk and that using the Hazards can derail a contact inside the stalk.

If this does not help, you may need a headlight relay in the powerbox. One contact may be dirty or burned down for the wire it feeds. Unless you have a single wire feeding both low beams to the headlights, I would bet the left and right side come out directly through the relay.

When low beam headlight is on passenger sign is

Try this to eliminate new bulbs for both sides:
With a partner behind the wheel:
PULL out the bulbs one at a time. Keep them plugged in. While you are holding the bulb - have your partner click and HOLD the High Beam Selection. This causes the Low Beam and High Beam filaments to both go on and stay on.
Check both sides this way.
While the bulbs are out, look at the filaments that did not illuminate. Are they broken, bent, or have indications they are burnt out?
You can also change to bulbs (left to right, right to left) and recheck using the above method of holding the high beam selector and checking the filaments.
