Check the fuses under the dash as the first job. If it is not one of these, it is probably a faulty flasher relay. These are a simple plug- in replacement, but may be behind the fuse panel. This will come out with a couple of screws removed.

SOURCE: vw golf bonnet release
On my golf,
long dead of truckbackupitis, the hood release was a plate in the left footwell wall about 4inch forward of the drivers door, it does not look like a handle, just like a cover plate

AC = Air Conditioning (A/C)
CS = Crankshaft
G = Guide pulley
