Question about 1996 Volkswagen Jetta
Probably a faulty O2 sensor. can be a DIY project, be sure to get the right one. Bosch makes it for all Jetta models - be careful in removing the wire. there is a reset button somewhere under the hood to reset the computer, telling it you have replaced the O2 sensor and validate the engine operation.
