Check the wiring in the front and back to lights for shorts to ground, if nothing is found replace the turn signal switch, be careful to disarm the airbag before doing any work on the column as the steering wheel must be pulled to replace the turn switch.

You could have a wiring problem or it could be the switch itself since it is a 1992. One would have to diagnose it to find the problem.

How did you check the flasher relay? I only ask because it is a circuit board. But anyways if you feel confident that its fine then I've seen the multi-function switches fail. IM talking about the the lever on the steering column, behind the steering wheel. If you probe the plugs for signal/hazard lamps and you have ground but no power then I would test the multi-function switch.
