The fuel pump is under the rear seat. take off the first plate. then 8 screws to remove the pump assembly.

Are you positive its the fuel pump? Have you tried running the pump with the return line off to see if it pumps fuel? They don't always have to make a noise.

I have never heard of something sensable as an access hatch. On a truck it's sometimes easier to lift the truck bed off of the truck instead of lowering the tank but you obviously don't have that luxury. I wouldn't cut a hole in your vehicle either because not only are you creating a week point, but a place for water and dirt intrusion along with a fresh start for rust. Most likely the fuel pump is a submersable pump and accessed by lowering the fuel tank very slowly until you can reach in and disconnect the fuel lines. Make sure you open the gas cap and disconnect the battery to depresurise the fuel. Don't lower it to far or you will snap the lines off. You will also need to disconnect the electrical connection at the pump. I use a floor jack and a 2x6 the length of the tank or as close as possible to distrubute the load and support / lower the tank down slowly.

my best guess would be either the engine or headlight fuse inside the car. my 96 doesn't have the fuse diagram for the fuses under the hood so i don't know about those, but my horn wont work either so i might replace all fuses and see if that helps. hope this will help.

there is a splice for fuel injectors at the front of the fuel rail conduit and electric tape will need to be removed to see if it is ok then clean up all engine grounds and ecm grounds on passenger side kick panel if this doesnt help check coils and crank sensor
