It has to be a fuse or the wiper motor relay. It would be most uncommon for any of your wiring to be bad leading to your wiper motor. Good luck.

My windshield wipers don't work, on my 83' caddy

This is for a Deville. The two white wires at the top of wiper motor should be hot with key on, are they hot? Use a testlite to test. If they are not hot, have to check wiper fuse in fuse box. Not only check the fuse, check the fuse circuit for voltage, use a test lite. I believe the fuse circuit goes hot with the key on. The bottom wires from wiper motor, I believe to be grounds. So, it might be possible to use redundant ground for testing to see if any action from wiper/washer motor. I just don't know which color wire grounds what? My info on your model year isn't the best. At the moment, I can't rule out problem with motor, itself. Could be other issues?

Do you know how to test automotive electrical circuits ! Using a wiring diagram and a volt meter ? test power to the wiper motor .
Control from the switch .
http://www.bbbind.com/free_tsb.html free wiring diagrams . Enter vehicle info. year , make , model an engine size . Under system click body & accessories , subsystem click wiper / washer . click the search button then the blue link . Look at the diagram for pin # 's an wire colors , see fuse at top of diagram . Check B+ power with volt meter . Check the inputs from the wiper switch to the motor . If all the power an inputs are good , replace the wiper motor .

Neon wiper trouble

https://s24.postimg.org/g7k0yez1x/wiper.jpg

Click on the link
See the fuse, key on, use a test lite and check for voltage at fuse circuit, it should be hot.
See pins 4 and 5 at wiper motor, those wire colors should be voltage for hi and/or lo speed, use the test lite, check for voltage hi and or low speed on those wire colors.
At the moment, I think your wiper/washer switch is faulty?

Wind sheild wipers dont work.

For wind shield wiper that does not work, here's what you need to check:

1. First the fuse.
2. Wiring.
3. Switch
4. Last, is the motor.

Thank you!

Front wipers don't work

Winshield wipers inoperative in all switch positions:

Does your windshield washer work? Check circuit breaker in fuse panel. If it is good then you may have either a bad wiper motor or switch. If you have a volt meter check the white wire (going off 93 wiring color code) on wiper motor connector with switch in low to see if you have 12 volts. If you have 12 volts then you may have a bad wiper motor. If you don't then you may have a bad switch. Hope this helps.
