2011 Caliber excessive cranking at starting

When starting my 2011 Dodge Caliber Mainstreet there is excessive cranking and sputtering before the car starts. It almost sounds like the ignition is stuck and the engine will not turn over. If you continue to turn the key it will not force the car to turn over. The cranking and sputtering (as if the car is not getting enough gas) will continue for 5-10 seconds and then finally "chug" to a start. This happens on cold and warm starts (i.e: just starting after the car has been sitting for 8 hours and also after the car has been driven for 75 miles and then shut off and then restarting within 5-10 minutes). Also at times when I start the Caliber the car will stall but all the electrical components are still functional so I do not think it is a battery issue. This car also has problems with accelerating in that the mph will not increase but the rpm gage is almost red-lining (6,000+ RPMs)

Car not starting or turning over indicates towards multiple possibilities. It can be issue with battery or weak battery. But if battery checks out ok, then it can be starter issue or faulty alternator or problem with low fuel pressure or no spark at spark plugs due to dirty spark plugs or faulty ignition coil or injectors getting cracked or dirty and needs to be cleaned.

Passenger window go down an inch and back up to close

Hold the switch in the down position. When the window reaches the open full travel position retain the button for an additional 3 seconds for the circuit to relearn the down position.

Why does passenger window go down but not up?

If the window goes down but not up, suspect a problem with the switch/wiring. The motor will not be the problem

The AM / FM does not work i get the stations but no sound. the CD, satellite and Aux work fine

check for overheating problems
check for water in the radiator (not the reservoir)

Instrument panel

There's a fuse that controls the instrument panel. Don't know the location it should be in owners manual.

If my 2011 dodge caliber mainstreet just sits in the rain water soaks the passenger side floorboards

Sounds like the drain for the HVAC vent is not working, or the drain for the windshield. Could be a bad weld in one of the seams around the front door.
Since it should still be under factory warranty I would have the dealer take a look.
