Question about 1999 Toyota Camry
Check to make sure the canister purge valve on the airfilter hosing has the vacuum lines connected to it. It is really common for these to come of or the fittings to break when checking/replacing the air filter.
to check the valve itself unplug it. Supply power to one pin and ground to the other. You should here it click. You can also try blowing through it. I dont remember exactly but either you will be able to blow it with it powered up and not be able to blow through it with it not powered up or just the opposite.
There is also a VSV on the charcoal canister that goes bad and causes this code. Same thing as above to check it.
If both of those check out than you will need to have the system checked for leaks with a smoker.

Either there is a leak in the lines, or there is air getting in master cylinder. Master cylinder must be bled first thing if it is new, then slave the brakes. You will most likely need to repeat the process a couple times. It would be good to have an electronic bleeder as well

This is not a 2 minute job. You need to remove the panel that the lighter is in. It is hed in with hidden screws and then clips. Once you have removed the screws a bit of gentle persuasion will do the rest. Once you have got to the wires and done what you want to assembly is the reverse.
