Question about Dodge Caravan
We've replaced the clock spring and checked the relay and my horn still isn't working. What could be the problem and how could we resolve it?
Might be the horn itself,power it with a jumper wire to power to see if it works

Before I even got done reading your post I was thinking clock spring. They aren't the easiest things to change but are definitely changeable. You will, however, need a steering wheel puller, more than likely. Most clock springs aren't cheap either.

Have you direct wired the horn itself to see if it's broken? You would just need to run a wire direct from the positive terminal on the battery to the horn. You also might check the frame or ground connection on the horn itself.

if you check the wire that comes from the horn button to the relay for voltage when the horn is pushed and have voltage then you have a bad relay,if not then you probably have bad contacts in the horn pad area or even the clock spring itself.
