Question about 1995 Buick Park Avenue
A lot of cars 1996 and older dont hook up to the readers, they don't the ports and are not OBD II. you may have to take it to a mechanic.

does your key have a chip on it ? if it does , the problem is going to be that ,key chip only works with the original computer , until you have it reprogrammed by the dealer . this is an anti theft function to keep someone from stealing your car . there fore your car will not start until the chip matches the ecm.

CODE PO717 IS - A/T INPUT SHAFT SPEED SENSOR LOW INPUT CONDITIONS.YOUR INPUT SHAFT SPEED SENSOR COULD BE DEFECTIVE.CHANGE FLUID + FILTER IF IT HAVE NOT BEEN CHANGED IN A LONG PERIOD OF TIME.
