How can you tell if you have a blown head gasket in a 2003 Ford Explorer if no water is in the oil

Water in the oil is not the only symptom of a blown head gasket. You can have a blown gasket where the cylinder gasses are being injected into the the water jacket only. This will overpressurize and overheat the engine. There is a test that can detect this using a coolant sample from the radiator to test for hydrocarbons present in exhaust. Lastly, the gasket can blow to the exterior of the engine, allowing compression gasses to escape the engine block. The quickest DIY test to determine the possibility of a blown gasket is a cylinder compression test. The compression should be approximately the same in all cylinders and should not leak down quickly. If it does, this indicates either a blown head gasket or possible valve issues.

96 ford windstar when i put water in the radiator it comes directly out the oil pan plug i just replaced the head gaskets the heads are sitting flush and are torqued to specs

My statement would be, either one of the head gaskets is not on correctly, or you have a large crack in one of the heads, or the block.
Did you have the heads checked for cracks when you had them off the engine ? Was either gasket blown ?
There has to be a gap between a water jacket and an oil jacket for the coolant to enter the crankcase.

Where can you find from the engine block the water jackets of my 300m. It suspect that these waterjackets are already coroded causing water leaks. Is it advisable to put solution on the water reservoir the...

the water jackets are part of the casting of the engine block they surround the cylinders water jackets dont corrode away they clog or if they are leaking u have a cracked engine block if u are getting antifreeze into oil and steam out of exhaust more than likely its a head gasket-- because if u crack a water jacket that usually means a blown engine and need to replace or rebuild ---and the additive usually works for radiator leaks and some minor head gasket leaks
