If it was not diassembled once off the TBI, it should be reinstalled to the orignal position/gasket seat. The engine computer controls the location of the plunger itself based on a number of inputs.

1994 22re engine put presure in radator water comes out oil pan drain hole.is that crack in block

No, This is a warped head or a blown head gasket and I would say the head gasket is more than likely the problem.

Engine loopes real bad at an idle, like an engine with a stuck ckoke would

The EGR is bad to stick open on the 22RE.
Disabling the vacuum line to it will do no good.
You must remove the valve body from the head and try to blow air back down through it, there should be ZERO air go through.

A 22RE will run fine with the EGR removed, there are blockoff plates available, beware that this may not be legal some places.

Overheating and water mixed in with oil

Absolutely correct. Have cylinder head dye tested and checked for warpage before re-using. Do not run the engine any more than necessary ( into the garage or onto flatbed on it's way to shop) or you risk doing damage to engine bearings.

1995 toyota pickup, surging at around 2000 rpms

Is the check engine light on?

A major cause of surging is either air leaks between the air flow meter and the engine intake manifold, or a bad or mis-adjusted throttle position sensor.
