I had this issue with my 2000 Grand Prix GTP. Apparently, there is an advisory about an issue with a resistor that fails and causes the symptoms that you described. My mechanic repaired the issue after first checking the fuel system and changing the fuel pump but without luck. Although, I didn't see the location of the resistor myself, he said it was accessed from the bottom of the car and that the resistor rusts due to exposure to the elements until it finally fails.

The fuel filter is most likely on the firewall. It has two plastic clips (one on each end) that hold the hoses on. Pull out the clips and it should be easy to do the rest.
