On a 97 5.7 liter the regulator is located on the CPI unit under the
upper plenum. The upper plenum will need to be removed from the engine
in order to gain access to the regulator.
Basically you will remove the metal fuel lines from the top of the engine. Unplug all the connectors. remove the throttle cables, disconnect vacuum lines, unthread EGR pipe, and remove the bolts holding the plenum in place.
