Is the turn signal and hazard flasher/relay the same

SOURCE: where is the flasher for the turn signals in a 1999 ford explorer

The 2 fuses are no 10 (7.5amp) and no 21(15amp) in the interior fuse panel.The flasher is located on the base of steering column under dash. See this this pic find connector c214 on bottom 3rd from right.

it's in the auxiliary relay box behind the glove box.

13350 is base part number on flasher

I NEED TO LOCATE THE SWITCH WHERE IS IT ?
MY INDICATORS NOR HAZARD LIGHTS ARE WORKING I DONT KNOW WHAT IS WRONG WITH IT CHANGED BULBS BUT NOTHIGN THEY ALL WENT OUT AT THE SAME TIME
SO THERE MUST BE A RELAY SWITCH SOMEWHER BUT DONT KNOW WHERE ?

SOURCE: i can't find the hazard (turn signal) flasher

For 1999 Saturn SL2 1.9L MFI DOHC 4cyl the FLASHER is located seating area, center, under dash, mounted under center of dash.
