Find the accuator on the front axle it has a two wire pigtail and threads into the axle housing. Check for power and ground if you have both when the transfer case is in 4x4 the replace the accuator. They are available at most parts stores and are a very common problem. Let me know how it goes.

sounds to me like the selanoid that locks in the front axels in is not working. might be a place to start. easy chk. unplug it and take it out put 12 volts to it and see if it moves. you can also chk. to see if you got power to that plug. test with testlight. hope this helps.

SOURCE: 4x4 won't engage
I had similar issue with my 1997 f150. Dash said it was in 4 X 4 but it was not engaging the front end. It would "change gears" to low range in 4 lo so transfer case was moving. I found that to the firewall side of the battery is the shift solenoids and there are vacuum lines to them well long story short battery acid made the plastic lines very brittle and they broke. so not vacuum to the solenoids. so not vac to the differential so no engagement

The shifter sheet is worn out or not even there (its rubber) from multiple uses. It eventually decades.
Tons of Samurai enthusiast retailers carry them. Lowrangeoffroad, Petroworks, Trail Tough, and more.
They also carry the one for the tranny shifter.
