have you got a dimmer switch on your model to dim the dash lights. if you have it may be faulty. link the cables together if the lights work the switch is faulty. if you have not got a dimmer switch
your printed circuit on the back of the dash may be faulty or the plug in the back of the dash is not pushed all the way in. hope this helps

SOURCE: Chrysler le baron 1991 3.0 V6
If all you did was remove the pan and service it then 3 and 3/4 liters will fill it. If it was rebuilt and has no fluid at all then it will take 8 and 1/2 liters

very good suggestion by mr. greezy.. if that does not resolve.. tilting the steering coloum may just be a coincidence.. the fact that you do hear a click sound at the starter tells me you have the crank signal voltage reaching the starter relay... now that the relay is pulling in, you could have bad contacts in relay or loose power connections...or simply bad starter.. saying this because if the relay (selenoid) is working properly then voltage is getting to the actual starter, but the brushes are probably worn..main thing to do is check all connections.. i mean at the starter and also where the main ground wire hooks t engine.. get back if need more info

It may not be a bulb, as the instrument cluster usually has a number of bulbs and they probably didn't all blow at once. Pulling instrument clusters can be touchy and may not be for the average "shadetree mechanic" however, typically there are a few screws above the cluster going into the dash pad and a few hidden behind the trim panels below the cluster.
