Question about 2004 Honda Accord
I've moved the shift lever to both the nuetral and the park positions and turning the steering wheel both to the left and right. The ignition switch will turn and start the vehicle but it will not completely turn back to the 0, or off position, which would allow for the key to be removed. The engine will turn off but the radio lights remain illuminated. Do I need a new ignition switch or is a simple fix available?

u will need to check and make sure the brake lights work, the shifter is tied to the brake light switch, if the brake lights don't work or the brake pedal is not pushed a gear shifter lock out is engaged, this is a Federally mandated safety feature.

You need to take this to your local Honda Dealer, before you cause more electrical or engine damage.
A vehicle that has been submerged can have water inside the engine, this can cause what's called "Hydrolock"and if it was to start for a moment, it could destroy the entire engine or at least do expensive major damage.
If the Electrical system is wet in the wrong places, remember water is a conductor and you keep trying to start it, bad things may happen. Think about what would happen if you poured a glass of water into your home computer tower. Most modern cars have at least 6 onboard computers connected via a network system called "multiplexing". Your electrical ignition switch may have fried out, locking it in place.
You need to get this looked at by the right people.

You need to push the car into Park harder and the key will pop right out :) even if it is off just push the gear in harder..
