Sounds like you need a ring job you can check the cylinder leakdown with a compression guage which you can rent from an auto parts store remove a sparkplug screw the compression guage into the sparkplug hole oh yeah remove the coil wire first repeat for each cylinder whichever cylinder leaks down or has the lowest compression is the one with bad rings

Where is the pcv valve located on a 1998 c70

There isnt' one. Volvos are equipped with vent-box located underneath the intake manifold. Remove the oil dip stick tube and then the intake manifold and remove the box. Install a new breather box and make sure to clean the lines going to and from the box. If the breather box gets clogged, oil will push from the oil filler cap, dip stick tube and worst case, blow through the engine seals.

Your PCV valve is usually about a $2 part and is suppose to keep oil out of this tube. Follow the tube back to the valve cover and the PCV valve should be there.

Excessive blow by could also cause oil to get into this tube. The blow by is usually caused by worn piston rings or valve guides. The compressed air/fuel mixture or exhaust pushes past these areas and make it into the crank case. Usually if you have a lot of blow by, you'll see your dipstick tube popped out a bit too.

PCV valve is cheap and easy to change... I'd give it a try.

First check the crankcase breather tube in the valve cover for clog(s), then check the crankcase pressure control valve(CPVC) also (usually) located in the valve cover for clog(s), if neither of these are clogged and you are still blowing oil out of gaps in engine, chances are there is a more serious problem in the piston rings, called "blow-by", caused by rings worn out and/or seized. Either case you will need to do a compression check and a cylinder leak-down test to determine blow-by, excess blow-by in the engine can cause crankcase pressure to build up and blow oil out of whatever seam or cracks it can. You could also try to use a high temperature O-ring on the distributor instead of the paper seal.

Shooting oil out of dipstick

Your engine breather system is blocked....this means that the only way that the compression caused on ignition that is getting past the piston rings and into the block can escape is via the dipstick tube.
Check breather for kinks and some have filters ensure that these are not blocked

Oil blowing out of the dipstick tube.

On top of the valve cover there is a fresh air breather unit. Make sure the breather unit is not plugged.
Also the fixed orifice PCV should be clear. Find a tool that will go through the orifice and make sure it is clean.
Remove the vacuum hose and check it for cracks or internal damage. With the engine running, make sure you have vacuum through the hose.
Let me know when your finished cleaning the crankcase breather system.

Oil leakage

You have an open hose from valve cover to no where which oil is coming out of....hmmmm, I would think yes..... If you still have a problem with oil blowing out of motor after those are fixed, sounds like you may have back pressure.
