Question about 1999 Volkswagen Passat
You should perform an oil pressure test and see if the engine is producing oil pressure within specification. If it is, the lifters may quiet down over time.

The flashing is telling you that the engine is mis-firing, the dealer will run a test to determine the cylinder that is mis-firing, chances are it is something simple

I had the same problem with my wife's 2006 passat turbo. We lost 2.5 quarts in 3000 miles and the warning light came on. They put us on a 1000 mile oil test and I lost 1.8 more quarts of oil. They finally agreed to replace the rings. Service tech told me that the factory rings are defective, they begin to lead after about 25,000.

SOURCE: Had timing belt replaced at shop with 195000 miles. Drove 100 miles highway 70mph drove perfect then engine lost powe and shut down. Towed back to shop timing belt did not break for lifters blown an
they set the timing WRONG and that is an interference motor so the valves hit the pistons

ok any 10w30 oil should be fine I like ac delco plugs as for the oil light is it full? have you changed the oil filter? might have a clog if the car has not run for a whuile it might be full of gunk/residue from in the motor
usually this is a problem that happens at an idle and goes away when the motor is revved i know you say after 10 min under 1500 rpm but if it happens at higher rpm's you might be doing serious damage to the motor by running it and 1500 is kinda high for it to just be worn main bearings (one supply of oil preasure) the oil pump might be out the motor could be clogged small pathways for the oil return could be gunked up not alowing oil to return to the oilpan/oilpump dont think vacuum is the cause but is the guages even working right? you can get a cluster (3 guages oil temp voltages) fairly cheap 20$ or so try installing these even if just to make sure the guages in it are good I keep one in my toolbox for this hook it up check the readings see if they are safe hook the old stuff back up and put the guages back for next time

SOURCE: 2004 Passat stop engine low
You have low oil pressure ! Do not drive ! Sounds like the engine main bearings and or cam bearing in worn causing low oil pressure ! Make sure your oil is in good condition ! If so then unfortunately your engine is worn and will probably require replacement !
