Will you hear a faint click when the hood is open? If not, the starter relay in the power distribution center can be bad. Swap it with an other same relay. If this doesnt help, there could e a problem with the park/neutral switch. Moving the shift lever back and forward could help. Lastly ould be the ignition switch or wiring.
frozen or broken. try a good whack on front on hood while someone pulls latch, see if you can free it up. no luck? try pounding at driver's side near the windshield while someone pulls latch. no luck? You can crawl under front with a screwdriver and reach up and try to release the latch manually. push the little lever the cable attaches to over towards driver's side. good luck. When open, see if cable operates latch: if good spray it liberally with penetrant. If your cable is broken, just get a new one or visit a salvage yard. The hood latch can be adjusted a small amount.
If you have not got it by now there is a "CaveMan Method" to this problem. Have someone pull the release for you at the same time pound on the hood above the latch. If that does not work remove the release from under the dash. Take a pair of Vise grips and pull the cable and pound (with your hand).this should get it open.
