Was sent in by another poster, just posting his results which fixed mine. Problem was relay $50.00 at GM only.
Check the relay module. 45 or 46. on the engine relay block. you can swap the two they are the same part number, then you will know. Dont start the engine, just check the lights. If it works replace the relay module. You may have to order the part from the parts store. Or go to the dealer to get it.

Try turning the car off then set the brake and turn the car back on.
If this is not helping then try this procedure :---
Take off your driver side headlight, and check the ground wire, that attaches to the chassis.the bolt that attaches the ground wire to the chassis, take that off, sand it and clean it up, also sand the chassis where that connector touches the car, that will make for a better ground. you also may want to follow those wires, to see if there are any other locations where the headlights are grounded.
Also as you mentioned that the lighhts use to work when the switch gets pulled and not the lights not turning off. This indicates loose wiring connection for the switch ot the switch itself is malfunctioning.if all other things checked ok then its confirm faulty switch.
this switch has to be "clicked" to be in a stable state. Meaning, if you go from dim to bright and don't hear and feel a click, the switch ends up in a "maybe-kinda-sometimes-works" type of state. It's not quite bright and not quite dim. You will hear the click.
Thanks. Keep updated for any more query. You can rate this solution
and show your appreciation.

Hi and welcome to FixYa!
Like all other motorized headlamps there surely is a relay. The relay will be on the passenger side inline with the fender but I doubt that it's a relay you hear. The common issue on this one is when the headlight motor is about to go bad. I guess you have to be ready for that.
Hope this helps and thank you for using FixYa! Have a good one!
