Todd, If your Air Bag Light is on and your cruise control does not work. Contact me before doing the test procedure below!

Todd, sense you have the steering wheel cover off, we need to check to see if it will honk when you take the ground wire for the horn and ground it anywhere to a good ground, preferably the ground post from the battery. We know this is always a perfect ground! The wire for the horn will be a single wire all by itself. If it doesn't Honk see below.

Next: Next we want to ground the horn wire coming out of the other side of the steering wheel, this is much harder but will tell us what we need to know.

Let me know what you find!

SOURCE: the horn beeps when i turn the steering wheel all

If nothing has been tampered with as far as the steering is concerned, it seems more than likely that would be the issue. It is possible for that lead to have worn through. YES! This would definately keep the air bag light on. Replace the clock spring.

Dodge stratus horn

you have more than likely damaged what is called the clock spring. It is in the steering wheel and allows the wiring from the steering to turn and not tangle the wires, can be expensive to replace and very difficult because you have to remove the steering wheel

When I went to start the Rav4, the horn began honking and when ingot that off, the entire electrical shut down and it won't start. No previous difficulties noticed? Any idea what's happened?

A weak car battery can cause symptoms just like those. Get a jump start and find a dealership that will test and replace the battery for you.

The horn and radio amp fuse input is acting funky. If you plug the fuse in, the horn will continuously honk. Im driving a 2000 dodge stratus se 2.4 litre

I dont remember what the horn action is like on the stratus, but it may be a defective toggle switch, blades stuck together, so when you plug in the fuse, current automatically flows thru because circuit is closed, thus making your horn go off, have switch or switches replaced, those are under buttons on steering wheel, or under steering wheel cover, depending on what kind you have...
Hope this helps....

Although this does not explicitly cover the horn, it will give some kind information about the innards of the steering wheel:

Jeep Grand Cherokee Horn Switch Malfunction.

I have the same problem.  I pulled the fuse out, in the box under the hood, on the passenger side of the engine, by the coolant overflow.  It killed my horn issue.
Funny enough, the only part of my horn that I miss is the beep when locking my car.  I don't really use the horn and perhaps when some idiot cuts me off one day, I'll be sorry.
I just had my AC Rad fail, and fixed that today.  I am picking up my Jeep tomorrow, and have asked the mechanic if he has any ideas.
