You did not post the entire code. There are two possibilities here:
P0135 O2 Sensor Heater Circuit Bank 1 Sensor 1
P2135 Throttle/Pedal Position Sensor/Switch "A"/"B" Voltage Correlation

BIG DIFFERENCE!

This is a problem with the O2 sensor. Bank 1 ,sensor 1 has a problem with its built in heater. In order to make the emisson controls jump through their sequence faster, they put heaters in the O2 sensors. The heater is not working properly on 1 of yours. That makes the engine run richer, longer, but eventually the operating temperature will be reached by engine exhaust.

Hello, If the Code were P2135 as mentioned by DTech, then you can check your TPS by disconnecting it at the plug and using an Ohmmeter on the TPS(Not the wires from the Loom). Then check your Ohms at the TPS and open the throttle gradually. There should be an smooth sweep. If you lose any readings or the action is jerky, the TPS is bad.

Code P2135 is not a TPS code, it is a TPP code. This vehicle is equipped with fly-by-wire throttle control and it cannot be tested in the manner you described.

SOURCE: VW Passat turbo broken

Pricing for the replacement will vary widely based on who does the work, but you'll typically find better prices at an independent shop than at a dealership. When you choose an indie shop though, make SURE they're a Euro specialist. You honestly don't want a guy working on your high-tech turbo engine when he spends his days wrenching on Mustangs and Chevy trucks. As for whether you have to do it - yes you do. The turbo is an integral part of the car and the car won't run well at all (and will likely degrade further) if you don't fix it.

It sound like your transmission in safe mode. meening it will stay in one gear tell you repair it(3 gear) thats why it moves very slow. you need inside repair . it could be the shiffting sensor or overhaul for the transmission.

SOURCE: can't open hood

if you can still get to the little steel cable, a extremely tight pair of vise grips and a moderate amount of force will do the trick.

SOURCE: Hood Release is broken

It is more likely the cable that runs from the handle inside is broken, either on the handle end or where it connects to the release under the hood.

If it is inside, you're in luck; grab the end of the cable with a pair of vice grips and pull to open.

If it broken under the hood, you may be able to look up to the top of the hood through the grille or from under the front of the car and see where the locking bar fastens to the holder. If you can, you may be able to take a long screwdriver or flat iron and push on it to release it. But make sure you have a replacement part for it first so you don't have to go through the whole thing again. And realize that it will be hard to push on it enough to open it.

Where does the transmission fluid go in a 1998 vw passat?

VW transmissions are seal and only take a special type of transmission fluid. Need to buy the correct type of fluid from your local VW dealer.
As for this being your problem, might want to verify first by checking to see if you have any codes in the transmission control module or the engine control module.

Engine is running lean and there is a leak in the evap system, most likely due to purge valve stuck open. This is causing the engine to flood after a fill up. This is a known problem with the 06 Passat. See post here: http://consumerguideauto.howstuffworks.com/2006-to-2010-volkswagen-passat-2.htm

p1545 is a throttle control malfuction code

You can try to reset the throttle body by opening the hood and drivers door then turning your key to the accessory position. You will hear the throttle body whir and click. It may take up to two minutes. Afterward, the car will relearn your habit of driving and adjust accordingly.
