I don't have a photo to send, but it is located behind the glove box. You have to drop the glovebox door down, by pushing in on both sides of the box...Observe the tray that holds the filter; pinch the latches on the tray and pull the tray out towards you.

try checking the fuse box for blown fuses, if all fuses are ok, then the lightbulbs behind the dash need to be changed

Some sets of fuses are in the bonnet while some are uner the steering wheel, driver side.

Heat/air vents seem clogged. No air coming through in any setting (AC, heat, circulate).

I had similar problem, thought fan not working properly, found that pollen filter choked up, replaced it and works fine now.

dont think a 98 car has a pollen filter ,as for A/C well not sure if you have too much gas or not enough and the only way is to use a machine and do a recovery to see how much gas is in the system and then go from their with the diagnosis

Power loss in 2004 Corolla Verso D-4D T2 at speed

You might want to check the MAF sensor(Mass Air Flow) and clean it with MAF/MAP cleaner. I am also kind of puzzled with this problem as I have a 2004 Corolla also, I only had power loss when my MAF went bad.
