If it was badly overheated, do yourself a favor and check compression before you do anything else, to be sure you don't have serious internal damage, in which case furthur diagnostics couldbe misleading. Fuel, compression and spark, always check these basicsfirst when a gasoline engine cranks but will not start.

Bubbling in coolant resevior

Keep in mind what I am going to say is via long distance. I would need to check it myself to make any solid judgements.
The leak-down test would show a leaking head gasket IF the gasket is leaking all the time. But it is possible the gasket is only leaking when the engine is hot. A leaking head gasket is the most common way you get extra pressure (bubbles) in the cooling system. The head gasket can leak when the engine is hot and you would not always see oil in the coolant or coolant in the oil as you would if it leaked with the engine cold.
Another problem could be the radiator cap. It may not be able to hold 15 or 17 psi of pressure when the engine is hot. If the coolant is not under pressure it can boil (bubbles) before it reaches 250 degrees.
Another factor is the radiator and fan. If the fan is not running when the engine reaches 220 degrees, or the radiator is not able to dissipate the heat from the coolant, the engine can run ok until it gets to 220 degrees then keep getting hotter.
If the water pump were failing, it should start overheating right after you start driving the car.

2007 mercury milan V6 Car wont start. Jumped it

Remove the lugs at the battery. Clean the posts and the lugs - then reconnect. Your battery won't charge (and the jumpers won't work) largely because of a film on the + post and lug. If you live in a hot summer area, (Arizona) the problem is especially troublesome.

Overheating

You have an air lock in the cooling system.
Do this: pull upper radiator hose off the radiator leaving it connected to the block, pour coolant into hose until filled ( you might have to do it to the radiator also). Once filled reconnected hose back to the radiator, then fill resevior to proper level. Start car turn heater on full. Let car run with cap off resevior until it starts pulling coolant in. Once warmed up shut car off let cool. Check fluid level again.
