if it is push button then it is electrical problem if it is level operated its mechanical. im pretty sure there would be no vacuum lines involved here.. i really cant help because your not telling me if it makes any noise when trying to engage or anything like that

My friend, there is probably nothing you can do to fix this ... this is a job for a transmission shop to repair.
