SOURCE: ford 1993 probe horn

The horn Button at the steering wheel is simply a switch. It grounds out when pushed causing the circuit to close, routing it though the actual  horn under the hood which is sitting there waiting to activate.

SOURCE: Where is the DPFE Sensor located on a 2003 Ford

That is the (Differential Pressure Feedback Exhaust) - e.g. EGR Valve. You shouldn't have any trouble finding it. There is usually a metal tube from the exhaust manifold going to it,as well as one or two vacuum hoses.
It has to also, direct exhaust gas into the intake,so there is your key.

The horn contact is embedded in the outer horn pad
The change in the climate eventually shrinks the pad and the horn will go off by itself

You should have disconnected the battery and fully charged it before starting the car.
The low voltage may have damaged some of the electronic components in the alarm system.
Charge the battery fully, then reconnect it and see if that helps.

Horn not working on a 1995 Chevrolet Cavalier

Can you hear a clicking noise when pressing the horn pad? That would indicate that the fuse, contacts, and relay are working.

This vehicle has only one horn and and you'll find it behind the front bumper on the right side. Disconnect the single wire from it and check it with a test light. Attach the test light to a good ground and probe the connector while an assistant presses the horn pad for you. If the test light glows the circuit is good. Remove the one bolt that attaches the horn bracket an replace the horn.

How do I reconnect my horn on a Saturn L200?

He more than likely just unplugged the horn relay in the fuse box under the hood. Otherwise check the fuse and if he went through the trouble of actually unplugging the horn from the wire harness, it is located below the driver's side headlight
