Vehicle speed sensor is probably bad. If you go somewhere like AutoZone they can scan the codes set by the engine light and tell you what it is. Is it also shifting a little irratic, that would also be a speed sensor.

Cooling fans won't activate along with other issues.

The car sounds like it got flooded with water, do you have a title to it? Does it say salvage? If not then the dash issue has nothing to do with the other non electrical issues. There maybe a BCM (body control module) that is bad. Sounds like there are wires that are not connected to the thermostat to run the fan or the fan relay is bad or unplugged. The entire cooling system needs to be pressure tested. The coolant should be 50/50 water and coolant, there is a lot of things going on with the car so how many miles are on it and has the ignition switch been replaced?

Speedometer jumping up and down and car will not pick up speed.

Based on your actions, it sounds like a wiring problem.
Could be a weak connection at the cluster, or the speed sensor.

Speedometer bounces from current speed down to zero (where it sometimes sticks)

It won't be a cable, as it's impossible for a cable driven speedo to perform this way.
It's an electronic speedo.

Check and/or replace the speedo sensor in the gearbox housing.

The speedometer bounces all over and i cant tell how fast i'm going

The speedometer cable needs to be oiled it is hanging inside of housing and when it comes loose it makes the speedometer jump up and down from cable hanging up inside of housing.

Speedmeter is bouncing up and down. Then will stop for a while then continues, then stops. OBD2 reader put out code P0503

Code is for vehicle speed sensor. It is what tells your speedometer how fast you are going. When they fail it comes up with that code & your speedometer wont function correctly. Will need to replace vehicle speed sensor, should solve your problem.

Speedometer problems

It could be a short in the cable itself. You can buy a new cable but you will most likely have to buy from the dealer. It's important that you get the right cable length. It could also be that your cable has come partially disconnected with the differential in which case all you would have to do is tighten it.
