Check your engine coolant level, if it's low you won't have enough fluid in your heater core and thus no heat!

2000 caddy Seville ...after starting and engine warm turn on the heater and it blows cold air. Fan works / waiting for hot air and then all the sudden it kicks in. Engine at normal temp

Low coolant, if there is an air pocket in the engine it will make it to the heater core. Once there , the air coming out is cold/cool. Once the coolant fills the heater core, it gets hot. If the coolant is fine hot or cold, then have the HVAC system scanned.

What if the heater hose going in is hot and the heater hose coming out is cold.the heater will blow cold air

Possibly the heater core is 90% blocked. open enough to draw hot water in, (hose feels hot) but not enough volume to provide heat from very cold air, 10% hot water gets cold quick, coming from core..
Flush heater core in reverse direction - cold side in hot side out..

Just a theory..

HEATING PROBLEMS

Need more information. The most important thing would be to watch the heater water valve move when someone turns the control from hot to cold, back and forth?
Heater valve controls tend to be operated by vacuum, and switched by a heater computer. Lots of possibilities. But first tell us what you see move when operated? Valve is usually in engine compartment, in the heater hose. Follow the hot one.

Where is the little door that closes off when you turn on the heat to turn the cold air flow off

ITS THE SAME DOOR
The thing that turns them over from hot to cold is a air valve that shuts off the clod water and opens the valve to let the hot water to go around the heater system so you get hot air,,, and when you turn the switch to cold it turns off the flow of water to the heater and so it blows cold.

Heater only blows hot (well, warm) on full speed of fan

Replace the temp control on this car, it should be electrical control not cables.
