Check the radio fuse. As unusual as it seems, GM has started having the radio (even though not turned on) generate the chimes and turn signal sounds. If the radio fails, all the chimes fail too.
This applies to other vehicles besides the HHR. My 2003 Silverado had the door chimes fade down so I could barely hear them. The fix was to replace the radio (under warranty, fortunately...).

The door ajar switch on the side of the dash needs to hit the door panel to shut off the chime and dome light.Pull the switch from the dash and unplug it.

Taking mine in tomorrow for the same thing. The arm on the parking brake rubs, very abrasively, against a binding of wires going from the cab to the door. If you can wiggle underneath your dash and take a look you might be able to see if the wires have been severed over time. I live in a hilly area and always use the parking break so it was just a matter of time. It is not recalled, but I am going to get the repairs under the extended warranty.

The fuse for the Electronic Power Steering (EPS) is marked "EPS" and is located in the underhood fuse block on the left side of the engine compartment. It is an 80 Amp fuse. If this fuse was blown as a result of jump-starting the engine, something must have gone terribly wrong! Like - maybe the cables got hooked up backwards or something? You probably have some serious computer system damage...I would get prepared to spend some BIG BUCKS!
