The Shift Indicator is dim or dark sometimes, then other times it is bright and easy to read. All of other insturment cluster is not affected.
Likely a bad sodder joint on the board. Disassemble the cluster (find instruction on YouTube) and resodder the two primary connections for the indicator LED group. These are the ones on the ends which are doubled-up. Resodder from backside of board.

could be light from a separate source. Try turning off the instrument lights and try hi/low again. If you still see the light on both hi/low, it could be in your control arm(turn signal indicator).

their is no relay only a range switch which is located on the drivers side of the trans. sandwiched behind the shift cable lever, it has two plugs that plug into the rear of it, these switches are susceptible to water intrusion, I have replaced many of them

Yes it can this is a known problem. If you are not familiar with your car take this in to be fixed (expensive) if you are then its as easy as 123. First you will need to remove this cluster. second you will need to pull the back plastic casing off to get at the board. 3rd there are a set of 4 150ohm resistors that are usually broken off or burnt out. You will need to know how to solder and just get these changed out... about a 1.50 for resistors at radio shack

This is a common problem on these. You will have to have the cluster replaced or rebuilt to fix it.
